LEVON MKRTCHIAN: SUCCESS OF EDUCATIONAL REFORMS IS FIRST OF
ALL PROVIDED BY SOCIETY'S RESPONSE

YEREVAN, NOVEMBER 27, NOYAN TAPAN. Levon Mkrtchian, the RA
Minister of Education and Science will present the educational
reforms implemented in Armenia at the meeting of the Education
Ministers of the Bologna treaty member states to take place in
Strasbourg on December 11-14. Achievements and ommissions of the
education system of Armenia will for the first time officially
be presented at the conference of the Bologna process member
states to take place in London in autumn, 2007. Minister of
Education and Science Levon Mkrtchian stated about it at the
November 24 press conference.
In the Minister's words, the Advisor of Armenia on
education reforms will probably be the Education Quality Support
Center of Great Britain on the occasion of what negotiations are
in process at present. In L.Mkrtchian's words, among the Bologna
agreement member countries, Britain is at present the strongest
and most long-lasting center in the sense of the education
quality support.
The Minister stated that the RA Government affirmed on
November 2, 2006, the schedule of implementation of the Bologna
process principles in the RA higher professional education
sphere. According to it, a number of steps is envisaged to
implement till 2010. In his words, first of all, a national
system of qualifications must be worked out and the National
Quality Center will be founded in the staff of which three
important components of education reforms will work and
cooperate: testing, education quality estimation and
"Enik-Narek" (center for mutual recognition) centers.
Besides, in the direction of introduction of the
three-degree system, it is envisaged to adopt the list of new
specialities of higher education, to work out models of
preparing bachelor, master specialists as well as according to
education degrees, to work out and introduce state educational
standards according to the credit system of the higher
professional education.
Minister Mkrtchian informed journalists that the new
education credit program of the World Bank will be certified in
2008.
In the Minister's words, success of educational reforms
will first of all be provided by the society's response. And to
better inform the society and make it participant of the
process, the guidebook entitled "From Bologna to Bergen" is
already being published in the Armenian translation where all
the stages of educational reforms and their necessity are
presented in details.
