Abkhazia only for Turks and Abkhazians.

With  returns  of the “muhajirs” deported at the beginning of the XX century from Russia (ethnic Abkhazians and Circassians, Muslims) of special service of Turkey push the authorities of Abkhazia for «clarification» some regions of Abkhazia. First of all the Georgian from the Galsky region of Abkhazia is about eviction ethnic. After eviction the Georgian from Abkhazia which on Turkish – to the Abkhazian plan has to end by 2025, they will be will move the second ethnic nation from Abkhazia, it is about Armenians of Abkhazia.

For achievement of the geopolitical purposes, under dictation of Turkey the authorities of Abkhazia pursue two years deportation policy the Georgian and Armenians from the territory of Abkhazia.

Hot war between Georgia and Abkhazia would be fine motivation for achievement of the geopolitical purposes of Turkey in Abkhazia. They simply would sow them from Abkhazia as it was in the early nineties of the XX century. The main and only producer of the electric power in Abkhazia is Ingur Ges. In the night of February 19 IngurGes was stopped.  Since March 3 works in IngurGes it is temporarily restored till February – March, 2018. For this time, within interaction of the Russian, Georgian and Abkhazian energy drinks, the decision on receiving an overflow of the electric power in number of 200 MW from the Russian Federation in the area of Salkhino-Psou is made. Power of hydroelectric power station — 1300 MW, average annual development — 4430 million kW • h. Constructions of hydroelectric power station are as in the territory of Georgia (a dam, a water intake and part of a tunnel), and Abkhazia (part of a tunnel and building of hydroelectric power station), besides, the structure of the Ingursky hydropower complex, besides actually Ingursky hydroelectric power station, also includes four “Perepadny” hydroelectric power stations on Eristskali’s river (GES-I, — II, — III and — IV), are in the territory of Abkhazia therefore full operation of a power complex requires cooperation of two parties. The last time monitoring of a tunnel was carried out in 2006. According to standards, such works have to become each 5 years, but the corresponding opportunities weren’t. In this connection, now it is necessary to carry out deep monitoring of a tunnel, to make technical solutions, to design works which according to preliminary data have to take place in 2018. At the moment all developed electric power on Ingur by hydroelectric power station and PGES-1 is already delivered to consumers of the Republic of Abkhazia. However, it doesn’t provide need of the republic in this connection the electric power overflow from the Russian Federation will be carried out till May 31. In 2018, in connection with repair work, the complex stop period Ingur of Hydroelectric Power Station can last from 6 to 8 months. Recently, some companies from Turkey, Azerbaijan and Kazakhstan allocated money to the government of Georgia for creation in Georgia of the alternative generating capacities, with a condition if Georgia till 2019 refuses joint operation of Ingurges with Russia represented by «Chernomorenergo». In confirmation of our estimates, on April 8, 2017 Georgia started the Daryalsky hydroelectric power station located in the gorge near the Georgian-Russian border. The hydroelectric power station is located on the Terek River in the Daryalsky gorge of the Kazbegsky area. Power of new hydroelectric power station makes 108 megawatts, and annual development — 510 million kWh. In Georgia on this model 4 more other such power plants are already under construction. Besides, annual import of the electric power from Ingurges of Abkhazia will be reduced by 500 million kWh that makes 45% of annual deliveries from Abkhazia. Invested the Kazakhstan and Turkish companies in construction of Daryalsky hydroelectric power station with financial support of the European bank of reconstruction and development.
Rolling blackouts of the electric power in Abkhazia will proceed this year. The main shutdowns to have for inhabitants of the Galsky area, located in close proximity to Ingurges.

Problems of the Galsky region of Abkhazia. The Turkish special services together with the president of Abkhazia, together with group ultra — nationalists from structure of the Government and large representatives of ethnic clans of the Abkhazian nationality, purposefully are engaged 2 years in exclusion ethnic the Georgian and Armenians from Abkhazia. According to their program — «Abkhazia for Abkhazians», in the first stage Georgians from the Galsky area have to be turned out from Abkhazia. They are are more vulnerable in Abkhazia. Their number makes over the 35th thousand people. The part from them, during board of the former presidents of Abkhazia – S. Bagapsh and A. Ankvab was received by the Abkhazian passports in number of from above 27th thousand passports.
In order that world, so-called community, I didn’t make noise concerning deportation the Georgian from Abkhazia, the government of Abkhazia creates the second year economic and social problems for the Georgian in the Galsky area. The Georgian don’t take for work in the state. establishments, aren’t present any ethnic Georgian in Abkhazia who works in the Government, in parliament or in other structures of public service in Abkhazia. Inhabitants of the Galsky area in difference from inhabitants of other regions of Abkhazia are deprived of the right about obligatory medical insurance. As bright example: On October 6, 2017 in Parliament of Abkhazia, at a briefing founders of “Abzara” Fund informed on the forthcoming activity.
So, one of founders of Fund, the deputy of People’s Assembly – Parliament of RA Leonid Chamagua noted: «Thanks to an initiative of deputies of Parliament, the demographic fund was founded. Our decision was supported by the speaker of Parliament. The question of creation of Fund stood many years. There is nobody not a secret that the Abkhazian ethnos throughout the last century, owing to a number of the historical reasons, (allegedly – the author) is on the verge of disappearance. And the situation didn’t exchange in a positive side. Today we made the decision on creation of “Abzara” Charity foundation. A family of representatives of the Abkhazian ethnos (notice: only the Abkhazian, not the Georgian, Armenians or Russians — the author) for the birth of the third child and the subsequent children will receive from fund benefit at the rate to 100 thousand rubles (at the rate it is about $2,0 thousand — the author). It is the minimum sum, there is a hope that in addition, we will be able to make payments within a year in the amount of 3 to 5 thousand rubles» — the end of the quote.

Some experts claim that at the coast of the Galsky area geologists found huge reserves of oil in the Black Sea and on it is is developed «the plan for deportation» the Georgian from the Galsky area.

To close shops and small enterprises in the Galsky region of Abkhazia that the Georgian of earnings and the income for the maintenance of their families will deprive, the government of Abkhazia, according to direct instructions of the president of Abkhazia R. Hadzhimby, since January, 2017 I closed in the Galsky area two Check Points between Abkhazia and Georgia (Nabakevi – Kurcha and Otobaia – Orsantia ). The president and the Government of Abkhazia impudently lie, declaring that: Abkhazians «are afraid» that Georgians of the Galsky area will demand an autonomy. The authorities of Abkhazia turn out the Georgian from Abkhazia for transfer of lands the Georgian for “mukhadzhar” — ethnic Abkhazians and Circassians. Mukhadzhara arrive to Abkhazia from Turkey, Syria and Jordan. Muhajirs in a literal translation from Arab means «immigrants» or «emigrants» — from the word «hidzhr» — resettlement.
Only mukhadzhara have the right to buy the land, the house or other property in Abkhazia. Other citizens of other states under the law of Abkhazia are deprived of it the right, the right to buy the land, the house or real estate in Abkhazia. For the fastest exclusion the Georgian from Abkhazia, recently, in March 30, 2017, the Government of Abkhazia adopted the Law about «residence permit for the Georgian from the Galsky area». Now issue to Georgians of the Galsky area new documents – for permission by sight a residence. On March 30 in the Government of Abkhazia it is accepted the Draft of the Resolution «About the Statement of a Form of the Form of the Documentary Book (not the Passport, but » the Documentary Book «) Residence Permit of RA, Its Description, an Order of Delivery or Extension of Validity Period, an Application Form about Delivery or Extension of Period of Validity of VNZh RA». About it at cabinet council of ministers the head of legal department of management of Government office of RA Lasha Tsaava presented.
The government of Abkhazia deprived of all ethnic the Georgian living in the Galsky region of the Abkhazian nationality. All Georgians received the status of the foreigner, temporarily living in Abkhazia now. This beginning of the actual deportation the Georgian from Abkhazia. In return, the minister of VD RA Aslan Kobakhiya reported that the presented draft of the Resolution is the last stage of implementation of earlier adopted «gained» Resolution of Parliament on replacement of passports of citizens of RA it was provided which, what not to citizens of the country VNZh has to be given. «In other words, VNZh is a passport not of the citizen of Abkhazia! Order of delivery same. The corresponding instruction is already ready, agreed and will be signed at once after the adoption of the Resolution. At last, in Abkhazia the situation with differentiation of the status ethnic the Georgian will be resolved: citizen and not citizen of the Republic of Abkhazia. In some months in the country remains the passported people from the Galsky area. Having issued documents to inhabitants of the Galsky area, we will give the chance to people to calm down and we will define their legal status», — explained Kobakhiya.
(Отобая) and Bataiguara (Набакиа) directly for inhabitants of the Galsky area creates the decision of the government of the Republic of Abkhazia on closing of check points of Bgour obstacles for free movement. For today around border between Abkhazia and Georgia there was one Ingur check point which connects Georgia and Abkhazia. On software «Ingur» it is daily authorized that went one bus (once on there and back) between the Galsky region of Abkhazia and Zugdida (Georgia). Statements of the authorities of Abkhazia that they closed these Bgour check points (CP) (Отобая) and Bataiguara (Набакиа) as a step against policy of Georgia on creation of base of a coast guard of NATO in port of the city of Poti, have themselves no serious reasons about what experts of our Academy wrote here: «That occurs in Abkhazia» — http://www.prezidentpress.ru/news/3916-chto-proishodit-v-abhazii.html.
The main task of the Government of Abkhazia in relation to inhabitants of the Galsky area the Georgian consists in creating here intolerable conditions for life — for inhabitants of the Galsky area, for ethnic. And the Chief of Service of state security of the Galsky area Temur Shergeliya and the acting head of administration of the Galsky area Temur Nadaraya, commenting on a situation on closing of two software, recognized: «One of election pledges of the President of Abkhazia R. Hadzhimby concerning a situation on state — border on river Ingur, is executed for 90%. The requirement to close all transitions, except one, proceeded from the vast majority of citizens. The authorities had to spend 2 years and 4 months to execute the promised.

According to plans of the authorities of Abkhazia final solutions of problems of deportation the Georgian from Abkhazia are included in the «25 steps on development of economy of the Republic of Abkhazia till 2025» Program, the Ministry of Economics of RA developed together with the consulting company «Stratedzhi Partners of Groups» at the request of the president of Abkhazia.

Turkey really wins first place in structures of export and import of economy of Abkhazia. Representatives about — Turkish a lobby hold the main positions in Presidential Administration, in the Government of Abkhazia and in political circles of the republic.

It is noticeable that on March 22 in the hometown of Tkuarchal, R. Hadzhimba declared: «in 2019 Abkhazia completely will refuse financial aid of Russia and will become economic the self-sufficient republic.» Continuing this subject the president of Abkhazia declared: «By 2019 the income of the country has to increase to 8 billion rubles. It will promote formation of really independent state!»

As for «a role of the Russian military in a question closing of the check points (CP) of Bgour (Отобая) both Bataiguara (Набакиа) and their interest in it, it should be noted that the Kremlin had no plans in this respect. But in certain westernized circles of the Russian President Administration there were strategic plans.

By calculation of the Assistant to the President of the Russian Federation V. Surkova (Dudaev): «Russia would like to offer Georgia that part of Abkhazia which is cut from Sukhumi by the river Kodor, in exchange for certain geopolitical concessions.» After all Georgia continues to cooperate surely with euro — the Atlantic structures, with NATO, and in Moscow to it aren’t glad. I followed it the comment of the Ministry of Foreign Affairs of Abkhazia. Апсныпресс. In the Ministry of Foreign Affairs of Abkhazia commented on the statement of the special representative of the prime minister of Georgia concerning the relations with Russia Zurab Abashidze which he made in interview of Tbilisi TV company «Starvision».   In the comment it is told: «In the Ministry of Foreign Affairs of Abkhazia with amazement studied the statement of the special representative of the prime minister of Georgia concerning the relations with Russia Zurab Abashidze which he made in interview of Tbilisi TV company «Starvision». Mr. Z. In return the Foreign Minister of Georgia Mikhail Dzhanelidze reported about input by Russia to Abkhazia of additional S-300 surface-to-air missile systems. «These actions of the Russian side, as well as the decision on entry into structure of the Russian armed forces of divisions of South Ossetia, once again confirm that the Russian policy is focused on annexation, but not on providing the world and safety» — quotes «Interfax» of mister Dzhanelidze.  We will remind, in February passed a meeting of Ministers of Defence of the countries — members of NATO on which the head of the Pentagon James Mettis put «the Russian military aggression» on the first place among threats for safety. The secretary general of alliance Jens Stoltenberg scarified «deepening of the relations of Russia» with Abkhazia and South Ossetia and declared that NATO will follow earlier accepted approach of «defense and dialogue».
In response to it, the Russian military decided to strengthen the bases in Abkhazia. In Abkhazia will construct a military camp for the Russian military personnel.

The military inhabited camp will be built for the Russian military personnel who serve on base in Abkhazia. Reported to the correspondent of TASS about it in the press service of the Southern military district. «Military «residential district» will consist of 19 two-storeyed houses on 300 apartments. The distance from houses to the coast of the Black Sea doesn’t exceed 1 km. Completion of works and commissioning of a complex of office housing is planned to carry out until the end of the current year», — the press service notes.

And the performer of duties of the Constant representative of the Russian Federation in the UN  Pyotr Ilyichev   declared on March 29: «If Georgia and its patrons pull to New York discussion of a perspective of safety without participation of Abkhazia and South Ossetia, the Geneva discussions can and be closed in general». The interesting statement was made on April 07 by the president of Georgia Georgy Margvelashvili during the performance in parliament with the report «On position of the country». Among other things it expressed confidence that in the future Georgia «will unite as the divided Germany united». «Anybody after all couldn’t imagine once that the divided Germany will unite», — the president Margvelashvili addressed to Abkhazians and Ossetians during performance in parliament with the report «About position of the country». «I hope, there will come time when we destroy the walls dividing us, and any of inhabitants of nowadays occupied Abkhazia or South Ossetia will become the president of the united Georgia», — Georgy Margvelashvili continued modeling of the future, having compared the river Inguri dividing Georgia and Abkhazia to the Berlin wall.

  Meanwhile, The representative of NATO on South Caucasus William Lakhyyu told the Vlasti –“ Власть”magazine: «Presence of the Russian military forces in Georgia won’t stop the entry of Georgia into NATO. Questions of territorial integrity of Georgia (return of Abkhazia and Yuzh. Ossetia — the author), Georgia has to solve itself. All members of NATO recognize territorial integrity of Georgia. And when Georgia will receive the invitation in NATO, it should resolve independently an issue of the status of these territories. Because nobody will use the fifth paragraph in these territories (the fifth paragraph of the charter of NATO says that attack on one member country will mean attack on alliance in general. — the author). Continuing the thoughts the Representative of NATO on South Caucasus William Lakhyyu declared: » And Georgia has to solve the status of these territories itself. It is necessary to understand accurately that while there are Russian troops, we won’t use the fifth article in Georgia. Because nobody wants war.»

 In other words, it means that it is necessary to expect new war between Abkhazia and Sout. Ossetia with Georgia in interests of the member of NATO — Turkey.
