It is already for 1 year Shirak Governor doesn’t carry out the verdict of the court. The analysis of the Journalists’ Club “Asparez” gave the ground to JCA‘s chairman of the council to claim that part of the budget means have not been used for their purpose and have been captured under the name of false beneficiaries. It is already for one year Shirak Governor Ashot Giziryan does not provide the chairman of the Journalists’ Club “Asparez” with information on the assistance in the amount of 70 million drams provided from the state budget to the citizens of Shirak region in 2005 – 2009, which he has undertaken according to peace agreement of the judicial act initiated by the Club for receiving the information. (http://asparez.am/news/news2010june/18.06.2010-prelease-lb-shirak-governor.htm) On January 18, 2010 the Council Chairman of Journalists’ Club “Asparez” L. Barseghyan inquired Shirak Governor L. Nanyan for this information, which the former Governor refused to provide to the citizen. The newly appointed Governor Ashot Giziryan took the obligation to provide the required infromaztion in accordance with the peace agreement, signed at the end of the judicial act – on July 16, 2010, which he hasn’t fully done it up to now. Not receiving the information foreseen by the peace agreement for 5 months, on December 2010 the Council Chairman of JCA applied to Shirak regional department of RA Ministry of Justice Service for Compulsory Enforcement of Judicial Orders (MJ SCEJO) which received from Marzpetaran and provided the applicant with part of the promised information – provisions of 2005-2009 without identified data of the beneficiaries, they are incomplete and do not correspond to the ones foreseen by the court verdict. There are only the names-surnames of the beneficiaries and the amount of the provided sums there, but there are no addresses and the goal of provision there. On March 30, 2010 L. Barseghyan applied to Shirak regional department of RA Ministry of Justice SCEJO with the second protest, asking again to carry out personal duties in full and to force Shirak Governor to carry out his obligations undertaken by the peace agreement. In May 2011 Shirak regional department of RA Ministry of Justice SCEJO applied to RA Administrative Court with a request to clarify the verdict, but the Court refused it. In fact, Shirak regional department of RA Ministry of Justice MJ SCEJO is not able to carry out its obligations for already a year, while the maximum time limit foreseen by the law is 2 months. In the provided information one can easily find hundreds of coincidence in the names-surnames of present and former employees of Shirak Marzpetaran, heads of communities and school directors, which gives ground for serious suspicions about corruption, abuse of power. Provisions to one person vary from 10.000 – 1.500.000 drams, generally – 20.000 – 50.000 drams. Shirak Governor Ashot Giziryan does not want to provide the other party of the signed agreement or to publish the details (the identity of the citizens having received assistance from RA state budget and the goals of the assistance), which will give an opportunity to find out if these beneficiaries are officials or not.
