STEPANAKERT, MAY 7, NOYAN TAPAN. On May 7, NKR President Arkady Ghoukassian signed decree "On Results of Discussion of Amnesty Petitions." According to the decree, an amnesty was granted to 18 convicts, a partial amnesty to 22 convicts. According to the report received from NKR President's Press Service, they refused to grant an amnesty to 13 convicts in consideration of the character, gravity of the crimes committed by them, the degree of crimes' public danger and serving small part of the punishment determined for the crime.
