MOSCOW, Jan 15 (AFP-NT) - Members of the Council of Europe
attacked Russia's human rights record Saturday during a
three-day fact-finding mission.
They warned that Russia did not conform to human rights
rules defined by the Council of Europe and recommended a series
of reforms before the country could be admitted to the
organisation.
Russia was violating human rights in Chechnya, where troops
have been fighting separatist guerrillas for more than a year,
in the country's prisons and in the military, the members of the
justice and human rights commission said.
They called on the government to bring about immediate
legal reforms, abolish capital punishment and move responsiblity
for the prison system from the interior ministry to the justice
department.
They also warned Russia over restrictions on the right to
freedom of movement for its citizens.
The Council, with 38 member states, will decide on Russia's
future in the organisation at a meeting in Strasbourg on January
25. A decision last year was deferred after Russia's military
intervention in Chechnya.
