SCIENTISTS PROPOSE TO FREE SCIENTIFIC SPHERE FROM VALUE

YEREVAN, NOVEMBER 30, NOYAN TAPAN. Provisions of the
conception on the scientific sphere reforms were discussed at
the November 29 enlarged sitting of the chairmanship of the RA
National Academy of Sciences. As Noyan Tapan was informed by the
RA NAS information service, the document prepared by the
interdepartment commission was in the basis of the discussion.
RA NAS Chairman academician Radik Martirosian especially
touched upon in his speech those provisions which are subject to
change in the scientists' opinion. He, in principle, expressed
his disagreement with the provisions concerning the present
state of science. In his opinion, these provisions belittle the
role of native science and scientists in the society. Directors
of scientific organizations supported R.Martirosian's this
opinion, mentioning that the above-mentioned provisions of the
document are baseless.
R.Martirosian paid special attention at the issue of the RA
NAS status and proposed to observe this issue more detailed at
the next stage of discussions.
Touching upon the issue of unification of scientific
institutions, the RA NAS Chairman proposed to implement this
part of reforms, using principle of not the mechanical but
content uniting.
As for the issue of contribution of science in the
social-economic development of the country, R.Martirosian
mentioned that numerous proposals of the NAS may at the same
time be introduced in the sphere of agriculture and industry of
the country. But state sponsorship is, first of all, necessary
for its implementation as separate economy entities, in
majority, are not ready yet to order high scientific-technical
workings.
V.Haroutiunian, the RA NAS Economy Institute Director
presented a proposal, according to which, it is necessary to
free the sphere of science from the value added tax, like the
whole bank system was set free from the value added tax by the
Government's decision for development of the bank system.
Ara Avetisian, the RA Deputy Minister of Education and
Science proposed to prepare corresponding reasoning, promising
to present them to the Government.
For the next stage of the discussion, all the interested
sides were proposed the present observations and proposals to
the commission in the writtent form.
