ENVISAGED BY DRAFT LAWS ON LIBRARIES

YEREVAN, FEBRUARY 22, NOYAN TAPAN. Enlarged parliamentary
hearings of the draft laws on libraries submitted by the RA
government and "Orinats Yerkir" faction, were held on February
22 on the initiative of the Standing Committee of Science,
Education, Culture and Youth Affairs of the RA National
Assembly. The key aim of the two drafs is to regulate the
creation and development of the library system, the formation of
the collections, that will promote the preservation of the
country's book fund. The sphere of the discussed draft laws
includes only libraries functioning with state and community
financing and is doesn't extend to the private sector. The
principles of replenishment of library collections, preservation
and accessibility, the rights and the obligations of the
libraries and its visitors, the financing of the libraries and
the securing of the material and technical basis and etc. are
stipulated.
According to the draft laws, the Armenian national library
system includes national, scientific-technical, professional,
central (provincial) libraries as well as libraries of
educational institutions and communities. The restriction of the
territorial service is liquidated: every one has the right to go
to any library he wants. Paid and free of charge
library-informational service in the territory of the Republic
of Armenia are also set up.
