WAYS OF DEVELOPMENT OF SCIENTIFIC SPHERE DISCUSSED AT RA

YEREVAN, JANUARY 30, NOYAN TAPAN. 3 packages of proposals
concerning reforms of the sphere of science were dicsussed at
the January 27 conference organized at the RA National Academy
of Science (NAS) on the initiative of the Scientists' Public
Council of Armenia (SPCA). They were presented by the UNDP
Armenian representation, the NAS chairmanship and the SPCA.
The reformation program worked out by the NAS which was
given to the Government, envisages to create
scientific-educational centers on predominant and other
long-lasting directions at academic and other
scientific-research organizations, leading institutions of
higher education as well as scientific-educational-productive
complexes with participation of scientific, productive
organizations, including private sector and institutions of
higher education. The program also proposes to make structural
changes of inner-department and inter-department direction at
scientiic organizations, to centralize scientific centers and
institutions engaged in fundamental researches in the RA NAS
structure, etc.
The SPCA proposes to make radical changes at the NAS
structure making this a powerful, leading scientific-educational
structure, a leading circle for scientific-technic development
of the country. The organization proposes also to create a
principally new system of scientific councils to organize,
coordinate and make examination of scientific activity, to
complete those councils with leading scientists of leading
scientific-research intitutes by rotation principle. The SPCA
considers necessary to create an all-Armenian fund of science
which must be managed by rotation principle by Board of Trustees
formed from representatives of scientific councils and charity
organizations.
The conference participants seriously criticized the
package of proposals of the UNDP Armenian representations.
Particularly, Bagrat Gharibjanian, the Director of RA NAS
Institute of Fine Organic Chemistry, mentioned that he
attentively got acquainted with that package the first 50 page
of which, according to him, is about the issue why the science
of Armenia appeared in the present stage. But the scientist
considers refusable those proposals. Konstantin Gharagyozian,
the Director of the Institute of Molecular Biology expressed
more critical opinion about the program proposed by the UN
representation. According to him, if those are accepted this
will take to "degradation, dismantle, so called optimalization"
of the Academy.
It was proposed as a result of the discussions to work out
by joint forces a new program satisfying the whole scietific
community.
