LEGISLATIVE CHANGES SHOULD BE DONE IN ORDER TO SECURE
FREEDOM OF SPEECH, RA PRESS ORGANIZATIONS CONSIDER

YEREVAN, JANUARY 27, NOYAN TAPAN. The "Internews" public
organization cooperating with a number of press organizations
called the deputies of the RA National Assembly with the January
26 address to make changes in the RA Criminal and Criminal
Action Codes, as well as in the law "On Police".
Particularly, it is proposed to invalidate 318 article of
the RA Criminal code: "Insulting Authorities Representative"
because, according to the authors of the address, the
representatives of the power are prefered from the ordinary
citizens, that is the principle of equality for everybody before
the law is broken.
In the Criminal Action Code it's proposed to add a
provision, according to which the informational source of the
reporter can be revealed by the court's decision during a closed
hearing and only in the case, when the necessity of the criminal
legal security of the public interests is more important than
the public interest of not revealing the informational source
and the whole remaining means of the public interests' security
are exhausted.
In the law "On Police" it is proposed to add the security
of the reporters and the provision about supporting many-sided
assistance during their professional activity.
During the "round-table" organized on the same day on the
initiative of the "Internews", Boris Navasardian, the President
of Yerevan Press Club mentioned, that the legislative changes
are necessary for securing the real freedom of speech, to be
defended from the so called "mild" or covered censorship.
