YEREVAN, JANUARY 23, NOYAN TAPAN. RA Ombudsperson's 2005 report will be presented at the presentation to be organized for this purpose. As first RA Ombudsperson Larisa Alaverdian mentioned in her interview to Noyan Tapan correspondent, the report will be also presented to the public and some Armenian organizations have already asked to send them the report's electronic variant. According to her, indeed the reason of the situation created around the Ombudsperson is the very report and L.Alaverdian is anxious that the authorities can hamper its publication. She mentioned that the 2005 annual report is larger than the previous one. Larisa Alaverdian, in particular, suggests in it that an institution of Army Ombudsperson be founded in consideration of the circumstance that Armenia cooperates with NATO. L.Alaverdian doesn't agree to her opponents' statements that the first report contained no concrete names of persons blamed for something. First, according to her, there were such data, besides it was clear from the statement, what body is responsible for violation of human rights. And the previous report, as she estimated, led to postive consequences, and though step by step, some improvement is noticeable is this sphere. L.Alaverdian doesn't consider right the point of view that an Ombudsperson must be a lawyer: there are lawyer and non-lawyer Ombudspersons in the international practice, for instance, Sweden's first Ombudsperson wasn't a lawyer. Nevertheless, L.Alaverdian mentioned that she didn't waste time and got a qualification of a lawyer at the Russian Academy of Specialization and Requalification in 2005.
