KAZIMIROV CALLS TO ACTIVIZE NATIONAL DIPLOMACY FOR
PREPARING ARMENIANS AND AZERIS FOR COMPROMISE ON NAGORNO

MOSCOW, NOVEMBER 25, NOYAN TAPAN. Vladimir Kazimirov,
former head of the Russian Intermediary Mission on Nagorno
Karabakh turned to the Azerbaijani and Armenian NGOs with an
open letter, calling on them to activize the national diplomacy
with a goal to prepare the societies of their countries for
compromises on the issue of Nagorno Karabakh.
In the letter titled "Second Breath to National Diplomacy"
Kazimirov writes that the year of 2006 becomes "the moment of
truth" for the two peoples.
"The unsolved state of the conflict does them more harm
than possible mutual compromises (absolutely unavoidable - no
agreements may exist without them)," Kazimirov writes, at the
same time expressing hesitation if the rulling circles and
political parties prepare the societies for the compromise.
The Russian diplomat also mentions: "It was the time for
long ago to accept the fate of Nagorno Karabakh as the main
reason for the conflict and the main disputable problem. This is
well-known and irrefutable. Its acception by all the sides would
be not only a tripute to realism but also the first step towards
serching mutual compromises, a civilized, peaceful solution of
problems."
Kazimirov again emphasized that counting on force in
relations among peoples is "primordially vicious."
"Another century with other values is on the Earth:
democracy, tolerance, contacts, flexibility, compromises. The
dispute on Nagorno Karabakh must pass from the struggle field to
the negotiation table or to transparent ballot-boxes," the
diplomat, whose efforts had an important role in ceasing
bloodshed and establshing armistice in Nagorno Karabakh in 1994,
writes.
