OMBUDSPERSONS OF ARMENIA, ESTONIA AND LITHUANIA DISCUSS
POSSIBILITIES OF COOPERATION

YEREVAN, OCTOBER 18, NOYAN TAPAN. Representatives of the
Ombudsperson's Institutes of Estonia and Lithuania who are in
Armenia at present, discuss possibilities of working out and
implementation of joint programs with their Armenian partners.
As Allar Yoks, the Justice Chancellor (Ombudsman) mentioned at
the October 18 press-conference, there are good preconditions in
Armenia for formation of a strong Ombudsperson's Institute in
Armenia. And the fact that the Ombudsman's Institute in Estonia
enjoys confidence of 76% the population proves its' being a
success; 60% of the population trusts judges in that country.
Larisa Alaverdian, the RA Ombudswoman mentioned that she
acquianted her partner from Estonia with more friquent
complaints of the citizens. L.Alaverdian finds that the
structure of the law on the Estonian Justice Chancellor is much
more logical: there are no contradictions in that, while the RA
law on Ombudsperson needs correction. It was mentioned that in
Estonia an Ombudsperson is appoined by the Parliament and is
higher than a minister by the status, has a right to participate
in works of the Government and the Parliament by the right of
vote. He has a right to call judges to account in the case of
necessity.
Daiva Valekiyenen, the Ombudsperson's Adviser of Lithuania
informed the journalists that the most part of complaints in
Lithuania is connected with the problem of giving back lands, a
large group of complaints relates to legal bodies and arrestants
as well.
The Ombudspersons' Advisors of Lithuania (there are 5
Ombudspersons in that country) pay a visit to Armenia within the
framework of the project implemented by the OSCE Yerevan Office
financing. Its goal is exchange of experience. Employees of the
Ombudsperson's Office of Lithuania visited Armenia within the
framework of an earlier program.
