Those responsible for the June 18 provocation on the Armenian-Azerbaijani line of contact should be named, and the international community should take a clear-cut position so that Azerbaijan will not be under the impression that the international community will allow any infringement or bellicose statement. Armenian Foreign Minister Edward Nalbandian declared that at the June 25 press conference. According to him, the statements and calls of the international community are addressed first of all to Azerbaijan because Armenia makes no bellicose statements and calls for war, it was not Armenia that organized that provocation, and it was not Armenia that rejected the OSCE's proposal to reinforce the ceasefire regime and withdraw snipers from the line of contact. E. Nalbandian noted that Azerbaijan is trying to give the problem a religious tint, which is extremely dangerous. He said that the Armenian-Turkish normalization process can be activated when Turkey honors its obligations and ratifies the protocols without preconditions. Nalbandian reminded that the position of Armenia, as well as the EU, the United States, Russia and all international organizations is that the protocols must be ratified without preconditions and within a reasonable timeframe. He said that the conflict does not create favorable conditions for the development of economic cooperation in the region. However, thanks to Armenia's stance which is in line with the stance of the European Union, regional economic cooperation can be conducive to the resolution of conflicts.
