YEREVAN, MAY 28, NOYAN TAPAN. Resolution No 2216 on the South Caucasus, passed by the European Parliament on May 20, will not have any impact on the authorities' position or policy. During the May 27 press conference at Armat Club, the secretary of "Heritage" parliamentary faction Larisa Alaverdian called this resolution an "illiterate document", underlining at the same time that nevertheless, any political decision of this type affects negatively both the negotiating process and the final solutions. As for the Armenian-Turkish rapprochement, L. Alaverdian said that the Armenian authorities have not yet taken any step to amend the Armenia-Turkey protocols or to put them on one side and start the process from scratch. According to her, the first step of Turkey should be lifting Armenia's blockade, while the second step should involve discussions on how Armenian-Turkish relations should develop. She expressed regret that with respect to the Artsakh problem too, the Armenian authorities use this or that expression of the legal package only in rare instances. For example, in her words, the former president Robert Kocharian and the current president Serzh Sargsyan used the expression "Artsakh was established on the territories which have never belonged to Azerbaijan". "Yet I have not seen such expressions reflected in the real policy," L. Alaverdian noted. The idea of compromise is also voiced "due to the passivity of Armenia's diplomatic, political and state thought and deed," she said. She expressed a positive opinion about the statement made by the OSCE Minsk Group co-chairs regarding the parliamentary elections in the Nagorno Karabakh Republic. In the opinion of L. Alaverdian, it means that the leaders of three superpowers - the United States, Russia and France realize the need for such elections. L. Alaverdian declared that "Heritage" party and its faction remain true to the position that Raffi Hovannsian adopted as long ago as 1992: Armenia should start the recognition process of the Nagorno Karabakh Republic. "Heritage" insists on its initiative to hold parliamentary hearings on this issue.
