Dear compatriots!

 

On April 2, 2016 the aggression of Azerbaijan against Artsakh clearly showed the world what a hotbed of destabilization in the region is this Western Caspian country, artificially created on the territories of the peoples. As the inheritor of the traditions of the barbaric genocide, the Turks and the Turks-Azeris in the region they have created a modern version of terrorism. Not surprisingly, there are many natives of Azerbaijan in the armies of ISIS. It is appropriate to remember the great number of terrorists, hired by Azerbaijan in 1992-1994 from Afghanistan, Iran, the Arab countries, the North Caucasus, the Baltic countries, Ukraine, Pakistan, Central Asia, thousands of mercenaries from Turkey, and even a whole division from the former Soviet Union - a sort of terrorist international. Both then and now Baku supported by the thugs of fascist Turkish organization, “Grey Wolves,”  new partners of Baku, ISIS and other criminal rabble who in Artsakh villages most brutally killed civilians and captured soldiers neither  sparing old people nor women or children. This is the idea of the military valor of the official Baku. We must assume that in case of victory of Azerbaijan "civilized" world with "regret" would recognize the results of the aggression and the deportation of its population from Artsakh as an accomplished fact. To tens of thousands of Armenian refugees subsequently would be assigned different kind of immigration classifications by the international organizations, and they would be scattered across the globe, just as it was done after the Genocide of Armenians from 1894 to 1923 in Western Armenia and in 1988-1992 in Azerbaijan.

Today the defense of the fatherland from the barbaric attacks becomes daily, especially in border areas of the country. According to expert estimates, the mental stability of the population in potentially hazardous regions is largely determined by the level of population density. Stable and growing quantitative index of the number of people inspires a sense of security and confidence in the future of the region. The drop below the critical density level is a fraught with the mass exodus of the population. Awareness of this reality requires a fundamental revision of the economic life of the country and migration policy. Particularly, the formation of the border localities of specific settlements, which in the first place will be completed with the veterans of the  war having military experience, the Armenian immigrants from various countries and affected by the war in the other regions of the world, as well as in the status of displaced refugee persons from Azerbaijan and has already settled in the liberated and adjacent to Nagorno-Karabakh (Artsakh) conflict territories, controlled by the Defense Army of the Nagorno-Karabakh. The first such settlement we want to create in the lands of Talish village with the help of volunteers. Feeling real protection, to the village will be able to return the local people where together with the soldiers of the reserve and compatriots from the Diaspora they will have not only the duty to protect their land but also the right to enjoy its benefits. We firmly believe that today only full use of remarkable potential of a multimillion Armenian Diaspora allows us to solve such a vital issue as bringing strategic demographic potential of Armenia and Artsakh to a level that can be considered as necessary and sufficient. 

In agreement with the Artsakh authorities, we have already begun the organizational processes to stimulate migration to the border areas and we hope that the Armenians of the world, as it has been proven many times, can fully participate in the strengthening of the defense capability and security of their historical homeland.

Dear compatriots, Armenians of the world, we urge you to join with the people of Armenia and Artsakh to do everything possible for the sake of the security of the country and of the strengthening of its borders.
