YEREVAN, JUNE 24, NOYAN TAPAN. On April 17 of this year, the residents of house 21 in Fuchik Street (Yerevan, Ajapniak community) sent a complaint to the RA Ombudsman Armen Harutyunian, informing him that due to the poor organization of garbage disposal, the area adjacent to their apartment building was turned into a dump. They had repeatedly applied to the municipality of Ajapniak community with the request to organize the cleaning of this garbage (construction waste), but no solution was given to the problem, as a result of which, according to the authors of the complaints, the requirement of Article 37 of the RA Law on Local Government was not fulfilled, under which the community head also organizes garage disposal. Besides, it was said in the complaint that some sections of the road of community jurisdiction, which leads to the building, are destroyed and covered with pits and cracks. They repeatedly applied to the municipality of Ajapniak community with the request to organize the road's repairs and they were informed that repairs would start in the first quarter of 2008. However, the work was incomplete: only part of road sections was covered with asphalt, as a result of which the requirement of Article 39 of the RA Law on Local Governmet was not fulfilled: the community head shall organize operation and maintenance of roads of community jurisdiction. NT was informed by the Information and PR Department of the RA Ombudsman Staff that by exercising his authority under Article 12 part 1, point 3 of the RA Law on Ombudsman, A. Harutyunian asked the head of Yerevan's Ajapniak community R. Hovsepian to give explanations about these problems. In response to the ombudsman's letter, R. Hovsepian informed him in writing on June 19 that special platforms were built in the community, including in the area near house 21 in Fuchik Street, and garbage cans were placed on these platforms. According to the community head, the garbage disposal is done by the schedule. By his instruction, the road to Fuchik Street was included in the 2008 asphalt laying program and repaired urgently.
