This is the first message
about a monstrous crime in Armenian science.

In fact, there are many crimes. In this section, we will focus on the "Main Crime."
Since this is a fateful crime for the country,
I ask the government and law enforcement agencies to consider this message
as an official report of the crime.
The main crime concerns the system of evaluating scientists introduced by the Ministry (which is also the Committee on Education and Science), which is based solely on the number of articles published in journals and the rankings of these journals.
This is a Soros-like system of evaluating scientists aimed at destroying science in small countries. According to the criteria put forward by the government, the outstanding mathematician of our time, S. Mergelyan, is considered a lab assistant because he has few publications. Just think about it! Our authorities evaluate the very best as the very last!
Such a mistake simply kills science in Armenia, and therefore Armenia itself. This system for evaluating scientists (proposed by the government) completely ignores the most important criterion for high-ranking scientists.
The single most important criterion for high-ranking scientists is that other world-class scientists declare in official scientific literature that the scientist has achieved an outstanding result, or created a new field, or, much better, developed a new theory.
Two comments.
(1) Note that all major or outstanding scientific prizes in the world are awarded based on the aforementioned single most important criterion for high-ranking scientists.
(2) Note that thousands of publications in reputable journals don't even come close to meeting the aforementioned criterion. In other words, the aforementioned "Single Most Important Criterion for High-Ranking Scientists" is thousands of times more important than any other criteria. Once again, this criterion is completely ignored here! This is simply appalling!
The Ministry (Committee)'s disregard for this single, primary criterion for high-level scientists is simply killing Armenian science, and therefore Armenia itself.
Obviously, sooner or later, all of this will be the subject of a detailed analysis, and the question will arise as to whether this was a mistake on the part of the Ministry (Committee) or a malicious act aimed at killing Armenian science. Clearly, in such a situation, the Ministry (and Committee) will claim they were simply illiterate and, therefore, made a mistake; they will also claim that they had no intention of killing Armenian science.
Here I myself declare that this is not the case; that they maliciously killed Armenian science. The fact is that several years ago, I personally met with Minister Zhanna Andreasyan, spoke to her about all of this, and sent her and the Committee articles of mine that addressed this. This means that officials were informed in advance of the appalling state of science. Since they failed to take action to rectify the situation (which was their primary responsibility), they knowingly committed the destruction of science.
In other words, officials bear full responsibility
for the deplorable and immoral state of science, and they must be brought to justice.
