The delegation of the Ministry of Education, Science, Culture and Sports of the Republic of Armenia, led by Deputy Minister Araksia Svajyan, participated in the regional event titled "Policy Laboratory: Educational Reforms in Eastern Partnership Countries. Joint Lessons, Joint Future" held in the city of Stresa, Italy.
It is a platform for exchanging experiences and mutual learning on international educational policy reforms, during which the three participating countries—Armenia, Moldova, and Ukraine—presented the reforms implemented in their educational systems and held discussions with international experts in education from Finland, Portugal, Poland, and Romania.
Deputy Minister Araksia Svajyan delivered a speech on the topic "Directions and Challenges of Educational Reforms in Armenia," presenting the large-scale reform programs being implemented in general and vocational education in Armenia, correlating them with the observations and recommendations recorded in the report "Management and Financing of the Education Sector in Armenia: Ensuring Equal Access to Education," initiated by the European Educational Foundation.
The Deputy Minister presented the work being done to align with the modern requirements of quality education, particularly programs aimed at the professional development, encouragement, and enhancement of the attractiveness of the teaching profession, reforms in education management and leadership, and the creation and equipping of educational infrastructure.
"The education system is a large and slowly moving system, but we are confident that continuous efforts yield significant results and have important strategic significance for the country's development. Therefore, I am pleased to share our country's experience and am ready to hear about the successful experiences of other countries, as it is only through the exchange of positive experiences that we can achieve success and create a better future for our children," said Araksia Svajyan.
The Armenian delegation also included representatives from the Strategic Planning and Monitoring, General Education, and Vocational Education and Training Departments of the Ministry of Education, Science, Culture and Sports.
The Armenian delegates also presented the priorities of the Armenian educational system regarding the improvement of governance and its continuous monitoring, as well as the assessment and control of education quality.
Topics discussed also included the transformation of educational systems, building inclusive and resilient educational systems, educational priorities for 2030-2040, data-driven policy in education, and the transparency and accountability of education reform management.
The event was held within the framework of the regional program "Support for Educational Reforms and Skills in the Eastern Partnership Region," funded by the European Union and implemented by the European Educational Foundation, which, in addition to Armenia, also involved representatives from the education coordinating state bodies of the Eastern Partnership countries—Moldova, Georgia, and Ukraine, as well as experts from EU member states and staff from the European Educational Foundation.
Taking into account that the three-year program, which started in May 2024, is nearing completion, questions related to the continuity of the program, its concept, and the content of the next phase were also discussed during the event.
The main directions of the program include analyses of the education sector and decision-making based on data, professional development of teachers, sectoral and budget planning, and monitoring of effectiveness.
Within the framework of the program, a number of familiarization and experience exchange visits have been conducted so far; a report titled "Management and Financing of the Education Sector in Armenia: Ensuring Equal Access to Education" has been developed and published using the Rapid Education Diagnosis (RED) methodology.
