YEREVAN, FEBRUARY 9, NOYAN TAPAN. The presence of public control is important in the issue of securing the transparency of the judicial system and mass media have much to do here. Tigran Mukuchian, Chairman of RA Appeal Court on Civil Cases, gave assurance at the February 9 meeting with journalists calling on them for constructive cooperation. According to him, the fact that a press service has been founded lately in the court headed by him is the evidence of strengthening of contacts between the society and media. T.Mukuchian said that 2006 will be a serious year in the respect of judicial system reforms. In particular, large work is envisaged in the legislative field in connection with the constitutional amendments. The year is also important in the plan of gradual introduction of the precedent law in the judicial system. T.Mukuchian mentioned formation of an administrative court in the future as the most important part of the judicial reforms. He said that according to the reforms, it's envisaged to considerably raise the role and significance of first instance courts, to make changes in the functions of Cassation and Appeal Courts. Particularly, according to T.Mukuchian, "the Appeal Court must become a court examining rights and not facts." The adoption of the Judicial Code will be also important in full formation of the judicial system.
