YEREVAN, SEPTEMBER 29, NOYAN TAPAN. The September 29 meeting held at RA Ministry of Culture and Youth Affairs was dedicated to the discussion of the conception of preservation, development and spreading of national theatrical art and RA bill "On Cinematography." The discussion with participation of Hovik Hoveyan, RA Minister of Culture and Youth Affairs, cinematographers and theater figures: Yervand Ghazanchian, Vahe Shahverdian, Haroutiun Khachatrian, Albert Mkrtchian, Rudolf Vatinian and others, in particular, concerned theater management, relations between the art director and theater director, financial and organization issues, as well as creation of a national cinema center. The art figures mentioned that since Armenia's independence the national cinema and theater have remained unprotected and no respective laws on them have been adopted up to now. They noted that in this chaotic situation, according to the law "On Non-Commercial Organizations" thrusted upon them, people in no way connected with the sphere were appointed theater directors. As a result of this, a non-controlled situation was formed in many theaters, which affected the quality of their creative work. Minister Hoveyan said that after the approval of the conception director's authorities were reduced: the order about appointment or dismissal of an art director can be given only by the Ministry. As for founding a national cinema center, according to the representatives of the sphere, this is a pointed necessity as almost all countries of the world have such centers which rule and develop the national film industry. According to them, Armenia had such a center within the system of "Hayfilm." "They should have just separated the film studio from the film factory. They should have sold the factory and turned the studio into a national cinema center." RA bill "On Cinematography" was also submitted. The bill is at RA Ministry of Justice at present.
