Under the leadership of Prime Minister Nikol Pashinyan, a meeting of the Council coordinating police reforms was held at the Government:

 

Within the framework of the agenda, the progress of the implementation of the strategic program for police reforms for 2024-2026 was discussed:

 

Minister of Internal Affairs Arpine Sargsyan presented the progress and results of the activities planned for 2025 under the strategic program, as well as the activities and reforms implemented so far in 2026.

 

Details were provided regarding the priorities of the strategic program, the achievements of the management model established by the Ministry of Internal Affairs, including the establishment of a single educational complex of the Ministry of Internal Affairs, the 112 operational management center of the Ministry of Internal Affairs, the four pillars of the police, the crime statistics and research center of the Ministry of Internal Affairs, and the filtering and transfer of public services to the Ministry of Internal Affairs. Details were also provided regarding the work done in the framework of reforms related to human resource management, strengthening of good governance, modernization of the operational management center, activation of the police guard, and development of the patrol service and criminal police. The Minister of Internal Affairs noted that a mandatory entry requirement of basic education has been established for entering service. Work has also been carried out to improve the certification system and to introduce a new performance evaluation system. According to Arpine Sargsyan, there has been a 3.2% decrease in the number of crimes compared to the previous year.

 

Within the framework of the agenda, proposals were also presented regarding the enhancement of the effectiveness of investigative functions.  

 

Next, a discussion took place during which council members presented their observations and positions regarding the work done. Various proposals were made aimed at increasing the effectiveness of community policing.

 

Prime Minister Nikol Pashinyan emphasized the importance of further increasing the effectiveness of reforms, introducing new approaches, and more effectively implementing the goals set by the strategic program. The head of the government instructed to identify the raised issues, conduct in-depth analyses, and present proposals at the next meeting, taking into account the discussions that took place during the council meeting.
