Under the leadership of the Prime Minister, the plan for the Government's investment priorities in Yerevan and Gyumri has been discussed.

A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the investment priorities plan of the Government of the Republic of Armenia in the communities of Yerevan and Gyumri was discussed. Specifically, the issues requiring urgent solutions in Yerevan and Gyumri were presented, which are enshrined in the electoral program of the "Civil Contract" party, stem from the Prime Minister's directives, and require financial or institutional support from the Government:

Before presenting the issues and proposed solutions, the Prime Minister noted in his speech: "Of course, we have talked about this topic even before the pre-election campaign of 2026, but the course of visits during the pre-election campaign made it more evident that we need to make the Government's investments in Yerevan and Gyumri more targeted and implement specific programs. This is primarily due to the fact that, due to the peculiarities of the management processes in both Yerevan and Gyumri, some time has been lost since 2018, and to make up for that lost time, certain activity is expected from the Government."

The head of the country added that in this context, he has instructed the Ministry of Territorial Administration and Infrastructure to work together with the Yerevan City Hall and the Shirak Regional Administration to have a clearer understanding of what programs should be implemented in Yerevan and Gyumri to address the mentioned issues more effectively.

Next, Deputy Minister of Territorial Administration and Infrastructure Arnak Avetisyan presented the investment priorities plan of the Government in Yerevan and the steps aimed at its phased implementation:

First, the programs identified as a result of joint work with the Yerevan City Hall were presented, which can have the greatest impact on the quality of life, urban infrastructure, and economic development in the coming years. In this context, the issue of ensuring 24-hour water supply was emphasized, highlighting the significant wear of existing infrastructures, the high level of water loss, and the issue of water insufficiency. It was presented that to reduce losses, investments are necessary in the direction of engaging new water sources and modernizing the system.

Regarding road construction works of up to 50 km per year, it was reported that by the instruction of the Prime Minister, it has been included in the list of 500 km road construction programs implemented by the Ministry of Territorial Administration and Infrastructure, and the identification and planning work for road sections for major repairs for 2027 is already underway, while medium repair works are planned for 2026.

Reference was also made to the programs aimed at the development and modernization of the metro, approved at the 8th meeting of the Public Investment Committee, including the construction of stations, electric urban solutions, and mobility promotion.

Within the framework of the urban environment modernization program of the "Kond" neighborhood, it is planned to construct pedestrian and automobile roads and engineering infrastructures, as well as carry out external lighting, landscaping, and improvement works. The processes of project implementation and reconstruction of the identified sections are expected to start.

Details were also presented regarding other investment programs requiring urgent solutions and funding, including the restoration of bridge structures, modernization of drainage communication networks, modernization of elevator systems, construction of certain road junctions, and more. Proposals were also made regarding large infrastructure investment programs that are of significant importance for the further development of the city.

Next, Arnak Avetisyan presented the investment priorities plan planned for the city of Gyumri:

First, the issue of ensuring 24-hour water supply was presented, emphasizing that there is 24-hour water supply, but there are periodic outages on heavy load days. It is necessary to implement a program for the modernization of water supply systems.

Within the framework of creating a tourism cluster, an investment of about 6.6 billion drams has been made in Gyumri under the "Local Economy and Infrastructure Development" program. Under the "Tourism and Regional Infrastructure Program of Armenia," an additional investment of 16.5 million dollars is planned for the development of the tourism cluster. In this regard, it is proposed to include the renovation programs of the Victory Park, the central market, and the fountain on Manushyan Street in the program, which will contribute to the balanced development of the city.

The next issue concerned the final resolution of the shanty problem. It was presented that as of 01.07.2026, there are 2,465 shanties in Gyumri. It was noted that, according to preliminary estimates, the Government has an obligation to compensate about 596 families living in them in one way or another. In this regard, the establishment of interconnected effective mechanisms for providing compensation and the actual dismantling of shanties was also emphasized, so that the shanty issue can be definitively resolved.

Regarding the complete overhaul of 37 streets in the Ani and Austrian neighborhoods, it was noted that design work is currently underway. It is proposed to also improve the yard areas in parallel, build playgrounds, mini-football fields, and install a lighting network.

Arnak Avetisyan presented that the annual 25 km road construction works in Gyumri are also included in the list of 500 km road construction programs implemented by the Ministry of Territorial Administration and Infrastructure. Accordingly, of the 180 km of roads in Gyumri, about 70 km have been previously repaired, while the remaining approximately 110 km are in a severely dilapidated condition. It was noted that planning work for the annual 25 km road construction in Gyumri is in progress.

The meeting also addressed the issue of emergency buildings in Gyumri, noting that there are several emergency buildings that require differentiated approaches, considering the historical and cultural significance of some of them. The issue of the renovation of the bridge on Alek Manukyan Street was also presented, noting that in parallel with the 25 km road construction works, it is also proposed to consider the only densely trafficked bridge connecting two busy parts of the city, which is of great importance for the city. The issue of constructing a bus station in Gyumri was also addressed.

During the discussion, some observations were presented regarding the issues requiring urgent solutions in Yerevan and Gyumri and the proposals aimed at their resolution.

Addressing the raised issues and proposed solutions, the Prime Minister emphasized that all presented programs should be implemented according to procedures, but it is necessary to first urgently focus on the issues requiring urgent solutions.
