Absurd criteria for evaluating scientists and absurd elections to an absurd academy
Grigor Barsegyan
Chairman of the Council of Armenian Specialists, Doctor of Sciences,
holder of the international scientific award named after Marie Curie
Currently, science and the academy in Armenia are governed by Soros rules aimed at killing science. To clearly prove this, it is enough to note that the great mathematician S. Mergelyan is evaluated by the rules proposed by the government (the ministry and the committee) as a laboratory assistant. This is mind-boggling! The government (the ministry and the committee) has been informed by me about such a monstrous situation, and no one has taken any steps to correct it (see my article “On the monstrous crime in Armenian science,” https://nt.am/ru/news/355938/ )
The only and main criterion for high-ranking scientists is that other world-class scientists state in official scientific literature, that this scientist has achieved outstanding results, or created a new direction, or, much better, created a new theory.
(See my article https://nt.am/ru/news/355938/ )
Note that all major or outstanding scientific awards in the world
are awarded precisely based on the above-mentioned
only and main criterion for high-ranking scientists
Note that thousands of publications in good journals do not even come close to the mentioned criterion. That is, the mentioned “Only and main criterion for high-ranking scientists” is thousands of times more important than any other criteria. Once again, this criterion is completely ignored here!
Armenia is a country where the only and main criterion for high-ranking scientists is completely ignored. There is not a single scientist in Armenia whose ranking has been determined (established) by the mentioned only and main criterion.
This means that in Armenia there is not a single scientist
with a reasonably established ranking.
By definition, the Academy of Sciences should include high-ranking scientists. Such scientists can only be defined through the mentioned only and main criterion. But (see point 3) no Armenian scientist has a ranking established in this way. Thus, the existence of the Academy of Sciences of Armenia, where scientists without properly established rankings are gathered, is absurd!
I have written about this many times over the years, but no one in power or in the Academy itself has reacted in any way.
Since the academy is absurd, the elections in it are automatically absurd. But here we are dealing not with one absurdity, but with a layering of absurdities. The fact is that the government has presented criteria for those who will be elected as new academicians. However, it turns out that the overwhelming majority of academicians do not possess such data. It turns out that future academicians with certain scientific merits will be chosen by current academicians who do not possess such merits. It is interesting to know which “SMART” official came up with such rules!? On the other hand, such “SMART” officials do not utter a word about the “only and main criterion.”
Probably the largest falsifier of science in Armenia was academician Mkhitar Dzhrbashyan. He himself wrote about his works as theories.
I assert: no one (outside Mkhitar Dzhrbashyan's group) has ever placed the words “Mkhitar Dzhrbashyan's works” next to the words “theory, classic, fundamental.”
For many years I have written about the inadmissibility of such behavior; I explained that this can only be discussed when other world-class scientists state in official scientific literature, that this scientist has achieved outstanding results, or created a new direction, or, much better, created a new theory.
Meanwhile, my numerous publications about the main criterion for scientists have had very negative consequences. Many wanted to have their own theories. But since there were none (God did not give, and other scientists did not note anything similar), they began to write such fabrications about their works and the works of people they needed.
I have a large circle of friends and colleagues with whom I exchange information. It turns out that in a number of sciences there are today scientists claiming their theories. When you ask them to present any information written by others about this, they present nothing (there is nothing to present!) and immediately start hostility towards you.
Here I will focus on such manifestations in mathematics; this is my field.
Here, R. Aramyan, A. Dzhrbashyan, and B. Naapetyan particularly distinguished themselves, who not only write about theories but also shamelessly label them as “superiority.”
Advice to anyone facing such shamelessness: ask to present evidence of the existence of such theories; evidence marked by other well-known scientists.
Thus, Armenian science is in a deplorable state: absurd criteria in science (as a consequence, an absurd academy and absurd elections); scientists who have lost their shame and conscience.
The main conclusion for scientists.
In the Academy, it is necessary not to organize new absurd elections, but to form a new academy, where academicians will be only those who have well-confirmed data from other well-known scientists that they have achieved outstanding results, or created a new direction, or, much better, created a new theory. To this category can be attributed people who have well-confirmed data about receiving major international awards, about inclusion in international scientific activities of great significance.
By the way, current legislation lacks criteria for evaluating authors of technologies, inventions, and other applied aspects. Using the scheme provided above, we present a formulation for such authors.
The main conclusion for technologists.
Academicians can only be those who have well-confirmed data from other well-known specialists that they have created an outstanding technology or invention. To this category can be attributed people who have well-confirmed data about receiving major international awards for their technologies or inventions.
